Trump signs diesel-price executive order as AAA reports diesel falling

President Trump signed an executive order aimed at lowering diesel prices. For carriers and fuel haulers that is the number that matters, because diesel is the biggest variable cost on a truck and it feeds straight into fuel surcharges. AAA says gas and diesel both trended down over the past week, so the federal move lands while pump prices were already easing.

The surcharge picture

Most fuel surcharges track a diesel benchmark and reset weekly, so a drop at the rack takes a week or two to show up in what shippers pay. That lag works in the carrier's favor on the way down. Costs fall now, the surcharge stays higher a little longer, and the gap is margin. If AAA's trend holds, haulers could see that cushion for a few billing cycles. If diesel turns back up, it closes fast.

Dyed diesel relief

South Dakota Gov. Rhoden and North Dakota's governor both eased enforcement of their states' dyed diesel rules. Dyed diesel is the untaxed off-road product, so loosening enforcement lets farmers run it through harvest without the usual penalty. For on-road haulers the point is narrow: two farm states moved because diesel budgets are tight, and your on-road gallons still carry the road tax that dyed product skips.

China's export halt

Brent is near $100. China's Ministry of Commerce stopped issuing licenses for refined product exports, and several state-owned firms canceled October-loading cargoes. Pulling Chinese diesel and gasoline off the water tightens the global product market, which can hold US product prices up even when crude goes nowhere. For US buyers that works against the pump relief AAA just reported. Saudi export flows are recovering on the crude side, but record freight costs and rising tanker risk are eating into how much of that recovery actually reaches refiners.

What to watch

Whether AAA's diesel decline carries into next week, since that sets where surcharges move and how long the lag keeps working for carriers. Whether the executive order does anything that shows up at the rack or stays a headline. And whether China's export freeze keeps more product off the global market, which could firm US diesel even with crude parked near $100. Harvest demand is running now, so farm-country basis is the early tell if supply tightens.
