How a fuel surcharge works

A fuel surcharge separates the fuel portion of a freight rate from the base rate, so neither side carries the full risk when diesel moves. The base rate assumes a "peg" diesel price. When the published DOE diesel average rises above that peg, the surcharge covers the difference; when it falls back, the surcharge shrinks or goes to zero.

Pegging to the DOE national average works because it is public, weekly, and neutral: both the carrier and the shipper can look up the same number. Dividing the above-peg amount by the truck's miles per gallon converts a per-gallon gap into the per-mile figure that gets billed on the load.
