Trump weighs curbing US diesel exports as states move to suspend fuel taxes

President Trump said he is "very seriously" considering curbing US diesel exports. For jobbers and haulers, that could put more barrels into the domestic market, but it could also disrupt pricing at a moment when diesel is already tight and expensive.

The mechanics are worth working through. Gulf Coast refiners send a large share of their diesel abroad, and those export sales help set how hard the plants run. Cut off the overseas buyer and refiners could trim runs rather than flood the home market with cheap product. The Motley Fool piece laying out the idea warned the repercussions "could be disastrous." Truckers are already feeling it. The Wall Street Journal reported haulers using every trick they can to get through high diesel costs, and in Mississippi the squeeze is hitting small fleets directly.

The Europe deal

Trump also announced a diesel deal with Europe meant to pull fuel prices down. Details are thin so far. If it means more transatlantic diesel flows, that cuts against the export-curb talk, and the two ideas do not sit comfortably together. Watch which one he actually acts on.

State tax holidays

States are reaching for the fastest lever they have. Several have suspended fuel taxes to blunt the hit to drivers and to their own budgets, and in North Carolina legislative leaders from both parties called for a special session on high gas and diesel prices. For c-store operators, a state holiday changes your pump math overnight and your margin on every gallon, so track your own state's bill closely.

There is talk at the federal level too. The 18-cents-a-gallon federal gas tax could be suspended temporarily, one option floated while prices stay high. AAA says the national average is the highest it has ever been for this time of year even with crude back in the $90-a-barrel range. In San Diego, gas is still above $6 a gallon despite a slight dip.

Russian refineries

Zelenskyy said Ukraine will step up strikes on Russian oil refineries, rejecting Trump's appeals to hold off. A drone strike already hit the NORSI refinery at Kstovo. Every Russian refinery knocked offline pulls diesel and gasoline out of the global pool, and tighter global supply feeds back into US prices, so this one reaches a US operator too. Russian export disruptions have been one of the props under diesel all year.

On supply, OPEC+ is set to keep November output targets steady, sources say, so no fresh barrels coming from that direction next month. The IEA said 325 million barrels have been released from strategic reserves, which works the other way.

What to watch

Does Trump sign a diesel export curb or lean on the Europe deal instead. They point in opposite directions, and only one looks likely to hold. Watch whether Congress or more states move on tax suspensions, since that is the relief that lands fastest at the pump. And keep an eye on how many Russian refineries stay down this month, because that number could keep diesel firm regardless of what Washington does.
