Senators move to keep the small biodiesel producer tax credit through 2029

A group of US senators wants to extend the small biodiesel producer tax credit through 2029. For jobbers who blend and haulers who move the gallons, that credit is part of what keeps small producers running and keeps blended diesel priced to sell at the rack.

The producer credit

The bill would push the small producer credit out to 2029. Small biodiesel plants run on thin margins, and the credit is often the difference between a plant that blends and one that idles. Lose it and some of that supply could thin out, which tightens the pool of gallons a jobber can buy in-region and can push blended diesel up toward straight ULSD.

The clean fuel and blending incentives have been a moving target for two years, and producers hate planning around a credit that keeps expiring. A firm 2029 date gives a plant something to sign a supply contract against. Whether it clears is another matter. This is a proposal, not law, and tax extenders have a way of slipping into a year-end package or dying there.

If the credit holds, biodiesel-blended diesel stays priced about where it has been. If it lapses, watch your biodiesel-heavy suppliers for a bump when the current incentive runs out.

Ethanol as bunker fuel

Maersk ran the first US ethanol bunkering for a deep-sea containership. That is a new demand outlet for US ethanol that did not exist before, and it sits outside the gasoline blend pool entirely.

Ethanol demand has been boxed in by the blend wall for years, with E10 soaking up most of it and E15 fighting for the rest. A marine outlet, if it scales, pulls gallons toward the ports and away from the domestic blend market. It is one ship so far. But every gallon that goes into a vessel's tank is a gallon not fighting to get blended into your gasoline, and over time a real shipping outlet could firm up ethanol values that have been soft.

Global ethanol supply

Canada is reviewing its clean fuel policy over concerns about US ethanol competition, a sign that cheap US ethanol is already flowing north. India may halt sugar diversion into ethanol for 2026-27 on supply concerns, which would pull a large chunk of planned ethanol capacity out of the global pool.

Put those together and the export picture for US ethanol looks firmer. If India makes less of its own and Canada keeps buying, US producers have more places to send gallons. That supports ethanol prices at home, which eventually shows up in the blended cost of your E10. None of this moves the rack tomorrow. It is the kind of supply shift that could tighten things over a season.

Bayway

Union workers at the Bayway refinery in Linden, New Jersey have floated a strike threat over safety and wages, and the talk is already reshaping how the market reads Phillips 66's investment plans for the plant. Bayway is a major East Coast gasoline and distillate supplier, so anything that threatens its run rate matters to anyone buying product in the Northeast.

No strike has happened. A credible threat at a refinery that size tends to firm up regional basis as buyers hedge against a possible outage. If you pull gallons anywhere near the New York Harbor hub, keep an eye on this. A run cut at Bayway could widen Northeast diesel and gasoline differentials fast, and you would feel it at the rack before you read about a walkout.

What to watch

The biodiesel credit is the one with real money for small blenders. Watch whether the 2029 extension gets attached to a moving tax vehicle or stalls as a standalone bill, because standalone extenders tend to die. On ethanol, the open question is whether marine demand is a one-off photo op or the start of a real outlet, and whether India actually halts sugar diversion when the 2026-27 season arrives. On Bayway, track whether the strike threat turns into a work action or a signed contract, because that decides whether Northeast product basis stays calm or jumps.
