Renewable Fuel Standard draws a fresh legal challenge that could touch RIN values

A new challenge to the Renewable Fuel Standard is working its way into view, and for anyone who blends or buys product, the RFS underpins renewable-fuel blending and the value of the RINs tied to it. The RFS sets how much renewable fuel, mainly ethanol and biodiesel, has to go into the fuel supply, and it runs on RINs, the credits obligated parties buy and sell to prove they hit their volumes. A challenge to the standard is a challenge to the value of every RIN sitting in an account.

Why RINs matter to you

If you are a jobber or a c-store operator, the RFS reaches you through the rack price. Blenders earn RINs when they put renewable gallons into the pool, and that credit gets worked into what you pay. A serious challenge that loosened blending obligations could soften RIN values and shift the math on biodiesel and renewable diesel volumes. A challenge that goes nowhere changes nothing. We do not know yet which this is, so hold your read until the filing and the parties are public.

California SB 966

California lawmakers are moving to preserve oil refinery safety rules written to prevent fires and explosions, and the fight matters to fuel buyers because West Coast refinery uptime sets West Coast supply. Senate Bill 966, backed by the United Steelworkers, would write existing worker protections into state law while regulators rework them under a legal settlement with the state's oil lobby.

"We're trying to get the best regulations possible for these industries," said Nick Plurkowski, a leader of a Bay Area USW local. He described a job where regulation has to spell out a worker's right to refuse work that could get him killed.

Rules that change how California's refineries run can reach the fuel supply the West Coast depends on.

What to watch

Watch for the actual RFS challenge to surface with named parties and a specific ask, since that is what would tell you whether RIN values are in play. Watch SB 966's progress through the California legislature and whether the regulators' rewrite and the oil-lobby settlement collide with what the bill locks in.
