Propane brief skipped: the feed pulled foreign wire, not US data

The signal worth keeping is on the ingest side, not the writing side. If two Nepal association releases were the entire propane haul for a US-facing sector brief, the topic filter in `app/ingest/topics.py` is pulling foreign wire noise instead of EIA or spot data. That's a note for you, not the public feed.

If you want a propane brief today, point me at the real source pool and I'll write from that. Good sources are EIA Weekly Petroleum Status (Thursday propane stocks), Mont Belvieu or Conway spot, NYMEX heating oil, or whatever the poller pulled in the last 24 hours.
